Director of Operations

Position Summary:

The Director of Operations provides day-to-day leadership, direction, management, and administration of overall operations, providing efficient and effective programs and services that meet the needs and wants of the community at large. 

The Director of Operations is the direct supervisor to Staff Department Heads, to ensure maximum productivity. They will be highly skilled in project management, program planning, management, and support. The Director of Operations will be responsible for formulating strategy, improving performance, procuring material and resources and ensuring compliance. Additionally, they will display a proven ability to develop and maintain an environment of trust, diversity, and inclusion within the organization. The ultimate responsibility of the Operations Manager is to increase our operational efficiency overall.

Required Qualifications / Education / Experience / Skills:

  • 7+ years’ proven experience in an operations management position or similar role
  • Knowledge of organizational effectiveness and operations management
  • Familiarity with business and financial principles
  • Excellent ability to delegate responsibilities while maintaining organizational control of department operations.
  • Experience in collaborative planning at a community level
  • Demonstrated experience in leadership, staff management, and conflict resolution.
  • Proven ability to perform well under stress and problem-solving skills.
  • Ability to lead people to cultivate an environment that inspires engagement, innovation, individual and team achievements and the provision of safe, quality care.
  • Ability to establish and maintain effective working relationships with community members, staff, and external partners.
  • Strong ethical leadership competence
  • Participate in the planning of short and long-term tactical operational service plans.
  • Capable of grasping and utilizing complex ideas and strategies
  • Ability to understand and interpret funding agreements, including meeting required funding deadline submissions.
  • Ability to draft reports under tight deadlines.
  • Experienced analytic skills with financial monitoring, reporting, tracking and documentation.
  • Proficient in reading multiple department reports.
  • Knowledge of basic budgeting and general accounting principles is required.
  • Strong analytical abilities and understanding of financials as they relate to budgets.

  • Must be accessible and accountable to the Chief and Council, Cheam Management and Staff.

Duties and Responsibilities:

  • Oversee all operations and projects within the department to achieve results that are consistent with the overall scheme.
  • Develop long-term plans and initiatives to accomplish Cheam First Nation goals efficiently.
  • Participate in the planning of short and long-term tactical and operational programs and service plans.
  • Identifying workplace issues with quick and effective solutions
  • Ensure all operations and programs are carried out on time, appropriately, and within budget.
  • Coordinating with departments and teams to implement strategies and cross-training efforts.
  • Develop and actively pursue strategic and operational goals and objectives and monitor operational and community needs to adjust strategies accordingly and improve operational management systems, processes, and best practices.
  • Continually assess programs and services to improve the quality of programs, and services and resolve issues where it is out of compliance.
  • Developing and implementing strategies to keep employees motivated and dedicated.
  • Request progress reports for all departments regularly
  • Maintain constant communication with management and staff to ensure proper operations of the organization.
  • Ensure operations and activities align with Cheam First Nation culture, and policies
  • Lead people to foster an environment that inspires engagement, innovation, individual and team achievements and the provision of safe, quality care and influences positive impact
  • Analyzing budgets to minimize expenses without sacrificing profits.
  • Partner with cross-functional support teams in improving operations.
  • Grow the efficiency of existing organizational processes and procedures to enhance and sustain the organization’s internal capacity
  • Maintains organization capacity development proactively and efficiently and continuously seeks solutions to achieve objectives.
  • Monitors progress of project plan & schedule
  • Monitoring all department heads to ensure proper operations.
  • Builds partnerships with key stakeholders and ensures clear communication with stakeholders about priorities and system changes.
  • Enable better system management and interpret data to generate company and market strategies for the implementation of system changes.
  • Negotiate, communicate and monitor department and project deliverables, work closely with other stakeholders to propose solutions and meet department needs and objectives.
  • Ensure the development and delivery of specific activities and services identified in annual departmental work plans.
  • Research and keep informed of new trends, issues, programs, and services federally and territorially, and with other First Nations, agencies, organizations, and professionals and assess implications to Cheam First Nations.
  • Research funding opportunities, draft required proposals for funding and ensure proposals are submitted as required by indicated deadlines.
  • Ensure that contracts, contribution agreements, and programs are fully adhered to and reported on within set deadlines.
  • Assist in the development of community resources and capacities.
  • Identify how programs and services can be integrated with other Cheam First Nation departments in consultation with those departments.
  • Establish and maintain sound working relationships with staff and other agencies.
  • Participate in training and information-sharing to upgrade skills and knowledge relevant to the position.
  • Prepare annual budget(s) and submit yearly budget.
    • The budget requires all supporting documentation.
    •  Provide annual budget projections.
  • Develop, review, approve and submit departmental purchases and contracts, monitor budget and expenditures, and revise annual budget plans/projections as required to formulate a current picture of the operations and the community.
  • Complete financial reporting as required.
  • Develop quarterly work plans, calendars, and schedules.
  • Monthly presentation for the Chief & Council meeting
  • Hold monthly interdepartmental meetings to roll out new agendas.
  • Conducting interviews with prospective candidates for management-level positions
