Social Development Manager

Xwchíyò:m (Cheam First Nation) is seeking a compassionate, organized, and community-minded Social Development Manager to lead the planning, delivery, and continuous improvement of our social development programs. This includes income assistance, employment and training support, and wraparound services that uphold our values and support the well-being and self-sufficiency of our members. The ideal candidate brings leadership, strong case management skills, and a commitment to serving Indigenous communities with respect and integrity.

Duties & Responsibilities:

  • Develop, review, and amend departmental strategic plans, work plans, goals, and objectives.
  • Ensure the delivery of key programs and services identified in annual departmental work plans.
  • Monitor and assess legislation, policies, and service trends to ensure alignment with Cheam’s values and needs.
  • Identify opportunities for program integration with other departments to improve service delivery.
  • Engage in strategic planning and capacity-building to ensure responsive, culturally appropriate services.
  • Oversee programs such as Income Assistance, Adult In-Home Care and Special Needs.
  • Provide leadership in case management and ensure client files, eligibility assessments, and support plans are complete and confidential.
  • Maintain healthy professional boundaries and promote independence among clients.
  • Ensure all program activities comply with Indigenous Services Canada (ISC) standards and requirements.
  • Develop and maintain collaborative relationships with staff, membership, ISC, schools, external agencies, and service providers.
  • Actively participate in relevant committees, training, and networks to remain informed on sector developments.
  • Support the development of community resources and strengthen linkages to external supports.
  • Create and update policies and procedures to improve or maintain high-quality services.
  • Conduct regular evaluations and audits of program files, ensuring compliance and continuous improvement. Maintain accurate and up-to-date data systems and client records, ensuring all forms are completed professionally.
  • Prepare annual budgets and projections, track and report on variances, surpluses, and deficits.
  • Submit monthly, quarterly, and annual financial and narrative reports to the Executive Director and funders.
  • Ensure contracts, contribution agreements, and reporting requirements are met within deadlines.
  • Research and apply for new funding opportunities and ensure timely submission of proposals.
  • Maintain accurate bookkeeping for student and client files, including cheque runs, payments, and follow-ups.
  • Deliver monthly student cheques, monitor progress, and process tuition, book, and supply payments.
  • Submit ISC reports and maintain centralized, confidential filing systems for education and social development programs.
  • Supervise departmental staff, fostering a supportive, collaborative team environment.
  • Approve and monitor departmental purchases and contracts, revising financial plans as needed.
  • Develop quarterly work plans, calendars, schedules, and submit monthly activity reports.
  • Ensure professional, confidential, and ethical conduct in all service delivery
  • Other duties as assigned

Job Requirements:

  • Degree or diploma in Social Work, Public or Business Administration, Human Services, or related field.
  • Minimum of 3 years of progressive leadership experience in social development or community service settings.
  • Prior experience in Indigenous communities and knowledge of ISC programming and policies is a strong asset.
  • Experience with policy development, budgeting, reporting, and staff supervision.
  • Strong understanding of Indigenous values, community-based wellness approaches, and social development best practices.
  • Excellent administrative, organizational, and problem-solving skills.
  • Ability to analyze data, prepare reports, and manage multiple programs and projects simultaneously.
  • Proficient in Microsoft Office Suite and data management systems.
  • Strong communication, interpersonal, and conflict resolution skills.
  • Satisfactory Criminal Record Check.
