Development Manager (CEI)

Position Summary:

Reporting to the Cheam Enterprises Inc. (CEI) Director of Operations and the Cheam First Nation
Director of Lands and Capital (CFN Lands), the CEI Development Manager is responsible for
supporting CEl’s land development projects, identifying new business opportunities, and promoting
employment pathways for Cheam Nation members. This role ensures the safe and efficient operations
of CEl’s land development projects in alignment with Cheam First Nation’s land management policies
and government regulations while identifying new opportunities to develop Cheam First Nation Lands
and employ Cheam First Nation members. The Development Manager plays a key role in maintaining
compliance, operational excellence, and adherence to the strategic priorities of CEI.

In addition to managing operations, the Development Manager is tasked with understanding work
deliverables and translating them into actionable plans, assignments, and timelines. They ensure
that projects stay on track by coordinating the efforts of individuals and teams while maintaining
open communication with stakeholders. It is the responsibility of the Development Manager to foster
a shared understanding of project goals, roles, and responsibilities, ensuring that all parties are
engaged and aligned with the work’s objectives and outcomes.

Duties and Responsibilities

Strategic Leadership and Development:

  • Assist with growing CEl’s business opportunities by managing existing development projects and
    executing land­ related activities in the organization’s multi-year strategic plan
  • Identify opportunities for new developments, negotiate municipal service agreements, address
    development engineering needs, collaborate with CFN Lands on permitting activities, manage lease
    negotiations, and oversee other development-related tasks.

Project Coordination and Delivery:

  • Manage a portfolio of slope stabilization and soil remediation projects in collaboration with
    CFN Lands.
  • Create work plans, engage necessary personnel, assign duties, and ensure uniform and timely work
    completion.
  • Participate in project design meetings to analyze development plans and specifications for
    coordination, constructability, value engineering, and completeness.
  • Establish and maintain relationships with consultants, contractors, and vendors to ensure CEI
    secures high-quality workmanship at competitive market prices.
  • Oversee consultant and contractor performance, ensuring proper documentation and accurate
    record-keeping.
  • Work within project budgets by accurately estimating costs, monitoring expenses, and managing
    burn rates to ensure financial efficiency.
  • Ensure all projects meet or exceed CFN Lands’ quality and safety standards in compliance with
    legislation and industry best practices.
  • Prepare and present reports, documents, and applications related to CEl’s land-based projects to
    the CEI Board under the guidance of the CEI Director of Operations.
  • Lead cross-functional project teams to achieve strategic objectives and drive department growth.
  • Support cross-departmental initiatives as required, such as resource optimization or community
    engagement.

Lease Management

  • Lease Management
  • Develop and maintain an accurate inventory and tracking system for CFN leasable lands.
  • Optimize CEl’s existing leases and identify opportunities for new short-term leases.

Promote Employment Pathways for CFN Members

  • Assess organizational and project needs to identify opportunities to employ or contract Cheam
    Nation members.
  • Advocate for member employment by collaborating with CEI project vendors and promoting policies
    that prioritize local hiring.
  • Monitor and document CFN member employment and procurement metrics for each project to evaluate
    impact and inform future strategies.
  • Identify training needs for CFN member entrepreneurs and coordinate with relevant organizations
    or programs to support capacity building.

Required Qualifications/ Education/ Experience/ Skills:

  • Minimum of 5 years of experience in relevant fields such as land development, project
    management, municipal development, or private development management.
  • Proven experience in pre-development, pre-construction, estimating, budgeting, cost analysis,
    value engineering, cost control, contract administration, and scheduling.
  • Demonstrated expertise in project management techniques, including the ability to meet
    deadlines, manage resources, and fulfill reporting requirements.
  • Ability to organize and manage large quantities of information and adapt to frequently changing
    priorities.
  • Experience supervising and coordinating architects, engineers, project managers, contractors,
    suppliers, and trades personnel.
  • Strong ability to balance competing priorities, multitask effectively, and work under pressure.
  • Excellent listening, verbal, and written communication skills, combined with proven presentation
    experience to management and other stakeholders.
  • Proven ability to foster collaboration and build strong relationships within diverse project
    teams.
  • Capacity to identify, mitigate, and manage project risks across multiple concurrent projects.
  • Familiarity with contract and subcontract terms and the ability to interpret and manage legal
    documents such as rights of way, easements, and restrictive covenants.
  • Knowledge of land registration systems, land administration principles, and procedures is
    considered an asset.
  • Experience with on- and off-site servicing, land due diligence review, and managing multiple
    concurrent projects.
  • Familiarity with municipal departments, including acquiring permits and interpreting municipal
    bylaws, servicing requirements, and standards.
  • Advanced computer skills, including intermediate to advanced proficiency in MS Office Suite
    (Excel, Word, PowerPoint) and familiarity with project management software tools, methodologies,
    and best practices.
  • Self-motivated and proactive, with a demonstrated ability to take initiative and drive results.
  • Proven ability to create and maintain highly functional relationships with diverse personalities
    and stakeholders.
  • Experience in fostering environments of high performance and collaboration.
  • Ability to work in a politically sensitive environment, maintaining diplomacy, flexibility and
    professionalism.
  • Direct experience working with First Nations governments and communities is strongly preferred.
  • Respect and willingness to learn more about St6:16 culture, traditions, and language is a
    requirement.
  • Ability to maintain confidentiality and abide by Cheam First Nation policies and procedures.
  • An interest in advocating for and promoting employment pathways for First Nations members is a
    must. Proven experience in this area is an asset.
  • Strong understanding of environmental and safety standards and their application in land and
    development projects.
  • Valid BC Driver’s License, Class 5 and reliable transportation.
  • Satisfactory criminal record check.
